Some people think that the best way to improve road transport safety is to make the vehicle drivers tested each year. To what extent do you agree or disagree?

Body 1：test 能在一定程度上提高道路安全。
理由：test 有不同的项目考核内容，涉及到交通安全知识，比如超速行驶，不系安全带等。要通过测试，drivers 必须知道相应的要求，并做出符合安全驾驶的行为。
Body 2： 然而这并不是的方法，其他方法也可以降低交通事故的发生频率。政府可以加强道路安全建设，比如限速，加强巡逻；政府还可以加强对公民的道路交通安全意识，比如举办讲座，发放宣传手册，让他们学会保障自己的安全，比如不乱穿马路，不在过马路时接打电话，拍视频等

理由：testing 考试很难覆盖所有的道路安全知识，但是很多重大道路安全事故的发生是不可控的，比如极端天气，极端灾害，如山体滑坡等。即使通过了 test，也很难避免上述情况的发生。

Requirements to renew the driver’s license every year—>familiarize drivers with rules and regulations in relation to road safety —> in some places, new rules are introduced that prohibits drivers from running a yellow light —>such requirements can make more drivers aware of such rules and thus make such violations less likely
Other major causes of car accidents: DUI (driving under the influence)
Other than not knowing it is not allowed to drive after alcohol consumption, drivers who are busted for DUI are more tempted by the thought that the influence is not so powerful as to impair their judgement or there is not much chance of running into police officers.
